Town of Outlook Breaks Ground on Waterwork Upgrades


The town of Outlook has initiated a substantial seven-figure project that marks the beginning of efforts to establish a sustainable water source, ensuring the continued provision of water to both the town and the local regional park.

On the morning of Tuesday, October 3, representatives from the Town of Outlook, along with delegates from the Calgary-based Strike Group—an energy and industrial construction company—gathered at the town’s water treatment plant to unveil a project with a budget of $7.35 million. This initiative focuses on significant improvements to the water treatment plant and the raw water intake system of Outlook.

The groundbreaking ceremony was attended by Outlook councillors Kyle McLeod, Sharon Bruce (also serving as Deputy Mayor), Justin Turton, and Bob Stephenson. Also present were Chief Administrative Officer Kevin Trew, Assistant CAO Rachel Sillers, Superintendent of Public Works Luke Lockhart, and associated staff. Representatives from the Strike Group included Strike President Tylaw Pawsey and Strike Vice-President Blake Pawsey. Darrell Rinas, the Manager of the Infrastructure Division at Associated Engineering, and Arm River MLA Dana Skoropad were also in attendance.

The funding model for the project involves the Government of Canada providing up to $2,942,984, the Saskatchewan Government contributing up to $2,452,241, and the Town of Outlook financing the remaining $1,962,235, including any additional costs.

Construction work is set to start immediately, and will include upgrades to the water treatment plant in Outlook and the establishment of a sustainable raw water source to meet the water needs of both the town and the Outlook Regional Park.

Additionally, the project is expected to benefit rural partners who rely on treated water from the Eastside Water Pipeline Utility in the Rural Municipality of Rudy, the Rudy Landing Development, and the raw water supply to Riverview Golf Course. It will also support the Outlook West Regional Pipeline Authority, serving the Village of Milden and the Dinsmore and Milden Hutterite colonies.

Delegates expressed their excitement about the project’s impact, highlighting that Outlook is taking a significant step forward in managing water resources within their community.

After a photo opportunity, attendees were invited to stay for a BBQ lunch and engage with Strike representatives to learn more about the project.
