Commissioner Statement on Published Research on Sexual Victimization Among RCMP

“Recently published research from the University of Regina contains concerning information about how some RCMP members have experienced sexual harassment and sexual assault. I want to reiterate that the health and safety of RCMP employees is of the utmost importance. The RCMP takes all allegations of sexual assault, violence and inappropriate behaviour seriously.

Since the data from this research was collected, the RCMP has made significant progress to improve the safety and well-being of our employees and cadets. Over the past several years, due to recommendations from independent assessors, litigation and evolving public expectations of policing, the RCMP has undertaken a number of important change initiatives to create a more respectful, inclusive and diverse workplace, including those identified in the Merlo-Davidson settlement agreement.

The creation of the Independent Centre for Harassment Resolution (ICHR) is a key milestone in our progress. Launched in June 2021, the ICHR is a centralized, independent unit that coordinates the Canada Labour Code Harassment and Violence Resolution Process and contributes to the RCMP’s collective efforts for the prevention and resolution of harassment and violence for all RCMP employees. Support is also available through the Informal Conflict Management Program and the Workplace Reporting System which offer centralized ways for employees to report workplace issues or inquire about methods available to voice concerns.

In addition, since 2021, the RCMP has made significant changes to strengthen the member disciplinary process to appropriately address misconduct that can cause long-term harm to our employees’ well-being, to the culture of trust in our workplace, to our relationships with communities and to public confidence in our national police service.

All employees and cadets are strongly encouraged to come forward to report any instance of misconduct or inappropriate behaviour, knowing that their concerns will be addressed through reliable and fair processes. Prevention is key to ensuring that the workplace remains a safe and respectful space for everyone.

The RCMP has learned from its past and continues to strive for a better future where everyone is respected, valued and supported. Ensuring a more equitable RCMP workplace, free of harassment, violence, and discrimination is a top priority. We know this will take long-term action; however, we are committed to achieving lasting change.”
