Saskatchewan RCMP Calls of Service Recap From July 24 to July 30

As the long weekend approaches, Saskatchewan RCMP reminds residents not to operate vehicles or boats while impaired by alcohol or drugs.

“Sometimes we feel like a broken record, but some drivers are still not getting the message that impaired driving is dangerous,” says Sgt. Ian Amundsen from Saskatchewan RCMP Traffic Services. “So far in July, Saskatchewan RCMP has charged 166 people with Criminal Code impaired driving offences. We also issued 162 roadside suspensions to drivers who consumed drugs, whose blood alcohol concentration was between .04 and .08, or who provided a breath sample that was positive for alcohol while being a novice driver.”

Here are a few notable investigations:

  • On July 6, 2023, an officer was on patrol at a detachment in Northern Saskatchewan when they observed a vehicle with an infant passenger who was not in a car seat. The officer activated their emergency lights and stopped the vehicle. Investigation determined the adult male driver had a suspended driver’s license, and his blood alcohol concentration was nearly three times the legal limit. He was charged with impaired driving and ticketed for driving without a license and not having the infant in a proper car seat.
  • On July 15, an officer observed a vehicle travelling 170 km/hr in a 110 km/hr zone of Highway #1 in southwest Saskatchewan. As a result of investigation, the driver was charged with impaired driving, as well as dangerous operation of a motor vehicle.
  • On July 22, Saskatchewan RCMP Combined Traffic Services Saskatchewan officers and conservation officers with the Provincial Protective Services Branch were conducting a proactive patrol on a waterway in southeast Saskatchewan. They observed a houseboat with numerous occupants, and as a result of investigation, charged the operator with impaired operation of a vessel.

“Saskatchewan RCMP officers will continue proactive patrols to stop impaired driving and other dangerous offences, including this long weekend,” Sgt. Amundson says. “If you are driving, ensure you are sober. If you’re questioning whether you should be driving or not, you probably shouldn’t be. You can also help contribute to road safety by calling 911 if you see a driver you suspect may be impaired.”

Investigative Recap

July 24: At approximately 2:50 a.m., Saskatoon RCMP received a report of a theft in Prud’homme. Investigation determined two unknown males pulled up to a business in a truck. They entered the business and stole an ATM. Officers immediately responded and began patrolling for the suspects. They located and seized the ATM on a grid road outside of Prud’homme. The ATM was intact and no cash appeared to have been stolen. A short time later, officers located the truck, which had been abandoned. Investigation determined it had been stolen from Osler earlier that morning.

Saskatoon RCMP continues to investigate this theft with the assistance of Saskatchewan RCMP Forensic Identification Services, and ask members of the public to report all information about it. The first suspect was wearing a maroon-coloured hoodie with yellow lettering, blue jeans, work boots and had a mask covering their face, and appears to have a tattoo on their wrist/forearm. The second suspect was wearing a navy Nike hoodie, camouflage pants, black and red work gloves and a mask covering their face. Photos of them are attached.

July 28: At approximately 4 p.m., officers from Yorkton RCMP, Yorkton RCMP Municipal General Investigation Section and Yorkton Saskatchewan Trafficking and Response Team executed two search warrants at residences on Broadway Street West and Sixth Avenue North in Yorkton. The search warrants were part of an ongoing investigation into illicit drug trafficking in the area.

Officers located and seized approximately 94 grams of cocaine wrapped up into approximately 150 portions and a large sum of cash.

Five occupants of the residences were arrested.

33-year-old Orin Shepherd of Yorkton, 28-year-old Allison Wapash from Yorkton, 19-year-old Abdi Nur from Edmonton, a 17-year-old male from Edmonton and a 16-year-old male from Edmonton are each charged with:

  • one count, trafficking (cocaine), Section 5(1), Controlled Drugs and Substances Act;
  • one count, possession for the purpose of trafficking (cocaine), Section 5(2), Controlled Drugs and Substances Act; and
  • one count, possession of the proceeds of crime over $5,000, Section 354(1)(a), Criminal Code.

Orin Shepherd is also charged with one count, fail to comply with probation order, Section 733.1(1), Criminal Code. The 17-year-old male youth is also charged with two counts, fail to comply, Section 137, Youth Criminal Justice Act (YCJA). The 16-year-old male youth is also charged with four counts fail to comply, Section 137, YCJA. Note that the two youths can’t be identified as per the YCJA.

Orin Shepherd, Abdi Nur and the male youths are scheduled to appear in Yorkton Provincial Court on July 31, 2023. Allison Wapash is scheduled to appear in Yorkton Provincial Court on September 9, 2023.

The investigation continues.
